Description

When Arc Browser is not running, two windows are created when the selectTab or selectSpace commands are used.

I believe that this behavior is due to this make new window conditional here and here conflicting with the make new window conditional in runAppleScriptActionOnTab.

Steps To Reproduce

1. Quit Arc Browser
2. Search for a tab or space using Search Tabs or Select Spaces
3. Select a tab or space

Current Behaviour

Arc Browser is launched. Two windows are created. The second window will have the tab or space selected but not loaded.

Expected Behaviour

Arc Browser is launched. Only one window is created. The window will have the tab or space selected.
