[Data][Docs] Sort references in "Loading data" and "Saving data" references #60084
Description
Sorting order should go:
- Public APIs
- Developer APIs
And within each, APIs should be sorted alphabetically.
I think this will be easier for readers to navigate, especially since the current reference isn't meaningfully sorted.
