The real name of the command in Fastboot is 'download', even if the official client calls it 'stage'.
Prior to this commit, a single transient error could result in a failure to transfer the Fastboot utility OS.
Somehow, this got past Linuxdeploy, causing #1577, so use the nuclear option to ensure it isn't packaged.
