Describe the bug

After a soft reboot the fan speed continuously runs at 100%. The only way to fix it is with a soft or hard shut down.

Hardware: Pi 5 8GB with an official Pi 5 power supply, fan and a clean Pi OS install on a SD card.

I've tested both default and latest eeprom releases also on a second (brand new) Pi 5 8GB. I also tried a M.2 PoE HAT running HAOS with the same result.

Steps to reproduce the behaviour

1. Update eeprom
2. Soft reboot
