The new container image uses 3.12 tpuvm development image as the base and is need for the CI tests to run.
I am using a test tag for now to avoid overwriting the previous CI image in case we need to revert the changes gcr.io/tpu-pytorch/tpu-ci-runner:test
After the CI passes, I will update the latest tag directly.
Failing CI tests are expected
