this includes relatively minor changes to

docs/source/conf.py
docs/source/index.rst
docs/source/nn.rst
docs/source/torch.rst

necessary to link in the quantization.rst file that has most of the content for quantization.

Jessica is the original author for most of these changes. Thanks @jlin27

Consolidate all quantization docs in quantization.rst. Add a link to quantization docs from torch.rst. Order quantization.rst alphabetically in index.rst

* Update "Package Reference" to "Python API"
* Add in torchaudio and torchtext reference links so they show up across all docs not just the main page
* Add "Other Languages" section, add in C++ docs, add in Javadocs
* Add link to XLA docs under Notes: http://pytorch.org/xla/

@jlin27 @brianjo -- I have added jessica's 81e713f to this pull request which is the one for the v1.3.0 release branch.
