No support for AVX512 in torch 1.11.0+cpu python package #74950

🐛 Describe the bug

When running the following small check in a m6i AWS instance, I got in the output that it is not using AVX512.

My guess is that this is related with #66703 .
For a comment in the code in that PR, it seems that now it is needed gcc 9 but torch v1.11 was compiled with gcc 7.3.
