Platforms: rocm

This test was disabled because it fails for MI350.

It will be skipped in-code once #172780 is merged. This issue is to temporarily enable https://hud.pytorch.org/hud/pytorch/pytorch/main/1?per_page=50&name_filter=trunk-rocm-sandbox to be green.
