Problem
The ARC job have multiple known issues that people keep running into, hurting their workflow. We need to mitigate this quickly, while still getting signal on the job's reliability.
Proposal
- Revert all to ARC jobs that we have right now to go back to classic infra
- Create new clones of those same jobs as ARC jobs. Mark those jobs as unstable so that they don't block CI. This will let the jobs run in the classic Meta infra, while still letting us get signal on how reliable those jobs are.
This is a quick fix meant to stop the bleeding immediately. We can iterate and improve on the safe-rollout/metrics-collection as we keep going forward
