I'd like to deprecate #450 and split the whole thing into small steps because steps depend on each other. This is the first step, in this step, CUDA 11 is added in container
conda-cuda. I will need this step to be finished, and the new container pushed, to be able to start building magma, which is the next step.Things need to do:
