Bug Description

Presence of BUILD file in released wheel does break use of package in Bazel with rules-python (bazel-contrib/rules_python#2780).

Steps to reproduce the behavior:

Expected behavior

Import works without any issues.

Build information about Torch-TensorRT can be found by turning on debug messages
