Locks closed/merged issues/prs. Should also take care of locking all the old ones (will take a while, as only 30 threads are processed per hour).
Lock-bot will not comment (we don't want the noise and stale bot already makes some noise) and won't choose a reason for locking.
The reason for this is that sometimes people comment on old issues, which most times are outdated.
