Platform as a global configuration #6118

- I have searched the issues of this repo and believe that this is not a duplicate.
- I have searched the documentation and believe that my question is not covered.
Right now I'm trying to speed up my pyproject using ~ instead of ^, removing private sources (which idk why added 30s without even having a dependency there), and in this path I saw the tags of source and platform, which I think can help me to scrap some minutes.
For example in the case of platform, when I check the poetry.lock I have packages with all the versions, but I already know that this project is only for linux, so I would want to pin this platform in some global setting, instead of having to set it up per library. Also, because aiohttp is a dependency, so is not in my pyproject.toml, and therefore I can't pin a platform if I don't know it exists before.
