Typically when adding new python versions, I always remove EOL versions - in this case we can remove 3.8, which may help with the build failures. |

Ahh, it's the same issue, artifacts v1 (upload/download v1 and v2) are either in brown out or we passed the phase out deadline (the URL doesn't really say, it just says they have been deprecated for a few months). |
