I was wondering what version of ez_setup.py I get when using https://bitbucket.org/pypa/setuptools/raw/bootstrap/ez_setup.py url and found out answer by accident reading comment https://bitbucket.org/pypa/setuptools/issue/75/ez_setup-using-wget-fails-when-ssl-cannot#comment-5880370
I think the information about 'bootstrap' being mercurial bookmark which moves should be placed somewhere on 'Installing and Using Setuptools' page available at https://bitbucket.org/pypa/setuptools/overview#rst-header-id1
