It seems that the modules distutils.msvc9compiler and distutils.msvccompiler no longer exist.

distutils/distutils/_msvccompiler.py

Lines 6 to 7 in 58fe058

The module is compatible with VS 2015 and later. You can find legacy support
for older versions in distutils.msvc9compiler and distutils.msvccompiler.
