We need Prometheus to build with the last 2 versions of Go. Remove Go toolchain line - it is redundant with the `go`` line above, and could mislead readers. Also don't update `fsnotify` which is pinned to an older version. Signed-off-by: Bryan Boreham <bjboreham@gmail.com>
