Proposal

Per the discussion on various issues relating to busybox security, and the resolution from the 2020-03-25 Developer Summit, we want to add "distroless" containers as an option for Prometheus and related components.

• Add additional -busybox tags to existing containers.
• Create "distroless" containers tagged with -distroless.
• Announce change to distroless as the default container tags for Prometheus 3.0.
