CRE Rule: Kubelet Panic from Evented PLEG Under Load (CRE-2025-0125)

This PR adds a new CRE rule, CRE-2025-0125 that detects a known kubelet high severity failure in Kubernetes when the Evented PLEG feature is under heavy pod‐creation pressure. Rapid pod launches can trigger a race condition in evented.go that sends data to a closed channel causing the node’s kubelet to crash and enter a NotReady state and causes silent production outages.
