Add support for missing redis command XGROUP CREATECONSUMER

predis currently lacks support for the function [XGROUPCREATECONSUMER](https://redis.io/commands/XGROUPCREATECONSUMER)

Note: we're generally missing support for XGROUP commands, so it would be ideal, prior to implementation to taking a look at XGROUP. There is an entire family of commands that are relevant, here.
