This PR updates the README to recommend using WinGet to install OpenSSL, rather than using an external installer, as WinGet is usually a safer and easier option in modern Windows (and aligns more with the other operating systems, such as Linux and macOS which use packages), and makes the package name clear on the README.
I have also added additional hyperlinks to make it clear what some things in the README refer to.
