Expose IsLoopEnabled as part of the *-PnPTenant cmdlets

We want to be able to manage Loop components from M365DSC and this would require the underlying PnP components to expose this setting.

Expose the IsLoopEnabled parameter via the Get & Set -PNPTenant cmdlets.
