Remove workaround for Kotlin/dokka#1644
The docker from pmd/build-tools should be used instead.
This reverts commit ff68dd7.
Otherwise we can't fetch later more commits for regression-tester and danger.
Also remove unneeded actions

Ok, the previous statement doesn't seem to be correct.
Status right now: 3220 is on master. master except 3220 is on pmd/7.0.x. That means, that this PR should contain only 3220 plus additional merge commits...
I think, that's the case now.
