Provide one or more default RuleSets to be used out of the box (similar to what Checkstyle does). We can be conservative on which rulesets to have enabled, and let advanced users expand and improve them.

This is kind of a "official" recommendation / vetted rulesets.

The use-cases can be tailored for specific frameworks, such as Spring, JUnit, etc.
