This is an automated cherry-pick of #40081

What problem does this PR solve?

Issue Number: close #40074

Problem Summary:

The cop-request senders use the same start TS to read table record. If the total read time exceed the GC life time, the error "GC life time is shorter than transaction duration" is reported.

What is changed and how it works?

This PR changes it to use a latest TS to read table record.
