What problem does this PR solve?
Issue Number: close #39938
Problem Summary:
Update the state of a job in the system table periodically for every heartbeat.
There is a
updateStatefunction, but it seems that I forgot to call it from manager 😢 .I'm not sure whether I should update it with timestamp in a single SQL, or in separated sql but in one function, or in different function with different ticker. At least these choices don't affect the phenomenon.
