What problem does this PR solve?

Issue Number: close #38938

Problem Summary:

What is changed and how it works?

Most of the feature is the same as MySQL's, except that:

  • A server restart, accounts not reset
  • Execution of FLUSH PRIVILEGES. (Starting the server with --skip-grant-tables, failed-login tracking is working.
    In this case, the first execution of FLUSH PRIVILEGES accounts not reset.)
