Feature request

just leaving this here as a point of reference, mentioning the relevant todos and linking together the information we already have

• initial draft was submitted in implement loose comparison phpstan-src#1640, but did not took all relevant parts into account. it still contains a lot of tests, which should be covered.

• Switch does not pass argument type upon match with nullable type #2384

to reduce the amount of work, I guess it might be useful to implement loose-comparision only on php8 semantics (since php7 is EOL in a few months)
