Refs #4026 and #4072

With 0.96 all is still OK (< 1GB)
But with 0.97 the system suddenly crashes after it tries to allocate >>15GB, both locally (PHP8) as well as CI (PHP7)

You can easily verify on your own by running

composer stan-setup
composer stan

and adjust the script to install either currently hardcoded <= .96, or use 0.97-0.99
The last 3 patches all cause this memory leak and crash.
