DOMElement::$attributes type is no longer generic #13365

Bug report
In 2.1.17 the type of DOMElement::$attributes was (DOMNamedNodeMap&iterable<DOMAttr>)|null. Since 2.1.18 it is stubbed to DOMNamedNodeMap.
