This adds an end-to-end fuzzer that compiles and executes PHP code. It uses a finite-step executor to avoid timeouts and stack overflows. There are still some issues, in particular OOM conditions may occur.
Currently the fuzzer will often stop after running into https://bugs.php.net/bug.php?id=78989.
