Fixed a broken anchor link in the Blocks Field documentation table.

blocksproperty in the Block Config Options table was linking to#block-configs, which doesn't exist as a heading in the document.How
Updated the anchor from
#block-configsto#config-optionsto correctly link to the "Config Options" section under "Blocks Items".Fixes #15877
