Accessibility documentation page shows raw html in the `Banner` component

The [Accessibility documentation page](https://payloadcms.com/docs/admin/accessibility) is currently displaying raw HTML tags (\<p>, \<a>) inside the informational banner instead of rendering them as formatted text and links.
