AC: receiver session history should have a method that returns the fallback tx ( bitcoin::Transaction) if one is available.

Should this be accompanied with a pj-cli change? i.e a new command receive fallback {session_id}

I noticed alot of devs use pj-cli as their refrence and currently they just get a hex dump on stdout.
