--dev doesn't enable listening on /ip4/0.0.0.0/tcp/30333 #11491

Description of bug

Another thing I have noticed after recent Substrate upgrade is that node is no longer listening on /ip4/0.0.0.0/tcp/30333 with --dev flag, but --chain dev --validator --force-authoring is fine.

Steps to reproduce

  1. Run Substrate node with --dev --node-key 0000000000000000000000000000000000000000000000000000000000000001
  2. Try to connect with another node using --chain dev --bootnodes "/ip4/127.0.0.1/tcp/30333/p2p/12D3KooWEyoppNCUx8Yx66oV9fJnriXwCcXwDDUA2kj6vnc6iDEp"
