feat: Support adding "Drafts" to a tab#2250

- Create `DraftsFragment`, and move most of the drafts display logic there. - Update `TabViewData` and related machinery to show `DraftsFragment` in a tab. - Move common "add to tab" UI pieces to `core.ui`
