Bug Description

Poor hsync detection in a Betamax capture of home tapes. The poor hsync detection results in many lines being shifted from where they should be

Command run:

vhs-decode --cxadc --system ntsc --tape_format BETAMAX --threads 6 --debug --no_resample --recheck_phase --ire0_adjust
