In the spirit of urgency, https://github.com/oxidecomputer/omicron/pull/3494 populates the ClickHouse and Keeper configuration files via shell scripts. This is definitely _not_ what we want in the long term. Ideally, we will have a service that generates these files, which can be properly tested.
