As part of supporting oxidecomputer/opte#167, the OPTE external IP workaround, we mess with xde.conf (the driver's configuration file) when the sled agent starts up. We need to direct OPTE to actually use the workaround, otherwise it'll do its (correct) job of encapsulating guest traffic. Remove this.
