• Tried to port is_complex_type_arguments() from Prettier
  • refactor(formatter): port is_complex_type_arguments from Prettier #19399
• However, we discovered cases where comments were accidentally deleted

  • Minimum repro: const r = /* THIS */ f<T>()
• Therefore, we temporarily reverted it
  • fix(formatter): Revert #19399 #19433
