This includes a SLSA graduation application, along with an update to the README that SLSA is graduation (assuming this gets merged.)

@mlieberman85 Thank you! It's amazing to see how much impact SLSA is already having, I fully support SLSA reaching graduation stage! Excited to see SLSA continue to grow.
