Dashing snapshots missing armhf packages #18

Problem description
The package ros-dashing-ros-core is not available on the final snapshots repository while it is available on packages.ros.org

This comes out of the effort to rebuild all snapshots based docker images after the gpg key expiration of snapshots.ros.org,
