macOS 11 runners have been deprecated, the oldest image available to test is macOS 12. Also update the builder to macOS 14, which is now using arm64.

This test is flaky, and currently unsure what is even testing exactly. Lets disable it until we know how to fix it.
In some rare cases executing the queries present in this test takes less than a millisecond each, so no drift is accumulated. Add a query which always takes at least 1 second to avoid flakyness.
