Description

Toolitips always open on hover and close when not hover.

Expected behavior

Being able to have tooltips open on click like before.

Actual behavior

Tooltips always open on hover

Steps to reproduce

1. Go to https://oruga-ui.com/components/Tooltip.html#triggers
2. In the triggers section, the "click me" "right click me", those only open on hover and not on click/right click (and they close when hover ends)
