Motivation
Add workflow_dispatch trigger to the rest of the CIs for convenience.

This PR introduces workflow_dispatch trigger to the all CIs, except
Coverage,Build Docker Image,Publish distributions to PyPI or TestPyPI,Reviewdog, andStale
