Existing plugins use gradle 7.3.3 and with jdk version 17, this template should also be updated to the latest versions

Upgrade gradle version to 7.3.3 and java version to 17

This actually started from the issue opensearch-project/opensearch-build#1916
The tests are done against gradle version to 7.3.3 and java version to 17.
