I feel like the CHANGELOG should have been updated earlier to include a released 2.3.0, and this one would add Unreleased.

I will update documentation for the release process to enable a manual step for now.

@kotwanikunal This workflow is in https://github.com/opensearch-project/OpenSearch/blob/main/.github/workflows/version.yml, it's probably a 1-liner to insert something on top of CHANGELOG.
