Upgrades to latest snapshot of lucene 9.3; including reducing maxFullFlushMergeWaitMillis in LuceneTest.testWrapLiveDocsNotExposeAbortedDocuments to 0 ms to ensure aborted docs are not merged away in the test with the new mergeOnRefresh default policy.
