The current scheme (n.n.n.n) makes it difficult if not impossible (for GitHub CD pipeline in the security plugin) to distinguish release tag from a tag. That pipeline today triggers builds on tags starting with v. See opensearch-project/security#1406 for the original issue.

We will need to change/re-tag 1.0 and 1.0.1 and possibly 1.1 if we do this.
