Prevent show-help from using IOF too soon#3637

The show-help system is routed thru the IOF subsystem for local output. However, if a show-help is generated prior to the IOF being fully setup, then we need to output the message directly thru stderr. Manage the "enabled" flags to ensure that happens. Signed-off-by: Ralph Castain <rhc@pmix.org>
